Lexington莱克星顿Still in the trenches仍深陷战壕A pre-Christmas lull in political combat probably means less than meets the eye政治斗争在圣诞前夕暂息,其意义也许低于表面价值THE idea of the Christmas truce is a potent one. A celebrated example took place in December 1914, when first-world-war troops climbed warily from trenches at points along the Western Front. As freezing fog swirled, British and allied soldiers met German foes to barter cigarettes, sing carols and kick footballs on no-mans-land. The moment passed into myth, inspiring poems, films and a (pretty terrible) Paul McCartney song. Britain is marking the centenary lavishly, with a new monument and memorial football matches around the world. Far-off Washington was not left out, with British and Canadian diplomats playing a German-embassy team in Americas capital on December 14th. Yet the meaning of Christmas 1914 is in danger of being muddled. In too many tellings, the truce is hailed as something between a protest and a premonition: a declaration of shared humanity by ordinary soldiers, before heartless commanders sent them to their deaths. Historys record is more complicated. That first December the trenches were newly dug, and both sides could imagine that total victory was at hand. The small-scale Christmas truces of 1914 were as much a display of misplaced confidence as an outbreak of pacifism. The truces moral is rather bleak: those embarking on the first industrial war had little idea of the murderous stalemate that lay ahead. After bitter reality sank in, few called for cheery Christmas games with the enemy. Without stretching the analogy too far, lessons are there for Congress, after members marked the holiday season with a moment of unusual comity. After a tense few days, including a Saturday session in the Senate, members of the House of Representatives and senators avoided shutting the government down, crossing party lines to pass a .1 trillion spending bill. This marked a win for the Republicans “governing wing”: party members who believe that voters, having handed them control of both chambers of Congress in Novembers mid-term elections, expect them to do more than shout “No” during President Barack Obamas final two years in office. Such Republicans formed coalitions with moderate Democrats to push back populists on the right and left who opposed elements of the spending bill with enough fervour to flirt with closing down the government. Front-page headlines hailed a “rare bipartisan success”, and Senate veterans used such words as “hope”. In a striking display of establishment confidence, Republican senators publicly berated their colleague Ted Cruz of Texas, a darling of the grassroots, putative presidential contender and the man chiefly responsible for forcing the Senate back into session over the weekend. Mr Cruz had held up the spending bill to demand a show-vote on whether the constitution allows Mr Obama to shield millions of migrants from deportation—a ploy that had no chance of stopping the president but did delight Cruz supporters (and inadvertently allowed Democrats extra time to confirm some contested presidential nominees before ceding control of the Senate). Though 21 colleagues felt it prudent to join Mr Cruz in a symbolic vote condemning Mr Obamas immigration policy, many more opposed him. A rebellion on the Democratic left was also seen off. Its leader, Senator Elizabeth Warren of Massachusetts, vocally opposed a provision in the spending bill which, at Wall Streets behest, weakens a part of the Dodd-Frank financial-reform law that forces banks to shift some derivatives away from government safety nets. Like Mr Cruz, Ms Warren has a talent for reducing complex policy to stirring battle-cries, calling the spending bill—an unlovely collection of gifts to special interests, with goodies for Democrats and Republicans, but few big policy shifts—“a vote for future taxpayer bail-outs of Wall Street” which, if repeated, might leave America with “no financial regulations at all”. Other Democrats saw a larger interest in taking the best deal they could get, in the last days before Republicans assume control of both the House and the Senate in the new year. During their Saturday session such pragmatic Democrats joined a bipartisan group of senators singing carols around a piano just off the Senate floor, and crooning “Ill Be Home for Christmas”. Alas, the signs are that powerful forces in both parties saw the spending deal as a momentary, tactical ceasefire. Detached observers may see American democracy as increasingly locked in a 50-50 stalemate, in which Democrats dominate urban areas and enjoy a slight majority among the overall population, while Republicans have the edge among those citizens (notably older, whiter and richer folk) who reliably vote. Both parties may have fought each other to a draw in a technological arms race, perfecting gerrymandering, data-mining, and voter-targeting tools which allow core supporters to be fired up and turned out to vote with unprecedented efficiency. But—like massed armies in 1914—partisans still dream that sweeping victories are within grasp. One more heave, and on to victory向着胜利再进一步Many on the right think that Republicans have a simple mandate once they fully control Congress: to thwart Mr Obama on every front until a proper conservative takes the White House in 2016 (two-thirds of Republicans told a recent Pew Research Centre poll that their party leaders should “stand up” to Mr Obama, even if less gets done in Washington as a result). Many on the left are sure that a majority of Americans loathe Wall Street and believe that the middle classes have been stiffed, giving a fiery economic populist like Ms Warren a clear path to power (on December 13th more than 300 former Obama campaign staff signed a letter calling on the Massachusetts senator to run for president). In short, too many partisans on left and right look at an unhappy electorate and see woes that can be harnessed to bring them victory without the need to compromise. It is a relief that Americas government was not shut down this Christmas. But do not mistake a lull in combat for lasting peace.

Ukraines prime minister, Arseniy Yatseniuk, said he will resign as soon as the parliament finds a candidate to replace him. President Petro Poroshenko has nominated Volodymyr Groisman, the speaker of parliament, but he has struggled to gather enough support among the splintered parties to form a new government. Mr Yatseniuks approval ratings had fallen to single digits over his failure to attack corruption; Mr Poroshenkos are drooping too. Belgian police arrested Mohamed Abrini, a suspected terrorist who confessed to being the ;man in the hat; in images of the attack on Brussels airport on March 22nd. SAICs domestic brands are unloved—a problem shared across the industry上汽集团的国内品牌不受消费者欢迎,然而,这却是整个产业所遇到的问题CHINAS biggest carmaker does not seem to be doing so badly, a first glance at SAICs third quarter results on October 30th would suggest. Net profits rose by nearly 5% compared with a year earlier, to 6.8 billion yuan (.1 billion). But SAIC, like the countrys many other domestic car firms, is not firing on all cylinders and is far from living up to the hopes the government has invested in the state giant. SAIC makes a quarter of the vehicles that crawl along the countrys congested roads. In the third quarter it sold 1.3m cars, 9% more than a year earlier. Overall Chinese demand, tempered by a cooling economy, grew by just 4%. But SAICs success was mostly due not to cars bearing its own badges, but Volkswagen and General Motors models, made in factories jointly operated with these two Western giants. Foreign carmakers were forced to collaborate with Chinese ones as the price for entering what is now the worlds largest automotive market. SAICs partnerships with VW and GM are flourishing, as are the other Chinese-foreign joint ventures. The government had hoped that, by now, domestic firms would have absorbed all they needed to know from the foreigners about making and selling world-class cars, and be y to get by without them. But the success of the joint ventures has made the Chinese firms complacent. They have failed to develop their own technology, styling or marketing capability. SAIC has long been losing money on its own-brand cars, which sell under badges such as Roewe and MG (the latter a faded British brand it bought along with other parts of the collapsed Rover Group). In the latest quarter the losses rose sharply, to around 2 billion yuan. A vicious circle has set in: the poor financial performance of Chinese firms own brands has sapped their will to invest in research and development to improve their performance on the road and in the showrooms. Little wonder, then, that Chinese motorists spurn pleas for patriotism and covet foreign-badged motors. The government has tried to fix the problem by pressing the foreign carmakers to work with the locals to create new brands combining international flair with Chinese characteristics. So far this has made little difference: Chinese brands account for only about one-third of domestic sales, and their share continues to dwindle. Chinese vehicles have not travelled well. Exports, mostly to poor countries where drivers care about price more than image, were fewer than 600,000 in 2013, 10% lower than the year before. SAICs hopes that Rover Groups brands and technology would help it do better in rich countries have yet to be met. Three years after it relaunched the MG brand in Britain, it is selling just a few hundred cars a month there. Likewise Geely, a smaller Chinese maker, has yet to see much benefit from buying Volvo of Sweden. Chinas carmakers are still trying to improve. A recent survey from JD Power, a market-research firm, shows that the quality gap with foreign rivals is closing. The Chinese firms are busy hiring Western designers to make their models more distinguished. But like many of its peers, SAIC lacks foreign managers who have the skills to market cars abroad and set up the service networks that buyers expect. No wonder the governments ambition for China to boast two or three world-class car firms, with badges as recognisable as Toyotas or Fords, remains a distant dream.

In its latest twice-yearly global assessment, the OECD warned that the world economy is “stuckin a low-growth trap”. The organisation said monetary policy alone could no longer be relied on to deliver growth and governments should be using the fiscal tools at their disposal, such as increases in investment spending, to stimulate demand. It also pointed to several downside risks to global growth, the most immediate of which would be if Britain votes to leave the European Union in a referendum on June 23rd. The OECD forecast that Brazils economy will shrink by 4.3% this year. The increase, from 8% to 10%, was supposed to take place next April, having aly been postponed once. For the fiscal year ending March 31st GDP rose by 7.6%, the fastest pace in five years. The government was quick to take the credit, pointing to its pro-business reforms. But Indias impressive figures came with the usual warnings about their reliability. And it turns out we can see that. With this in mind, scientists built one of the worlds most sensitive telescopes and launched it into space. The mission called Kepler may not help us find E.T, but it could help us find its home. Kepler will simply do one thing unbelievably well--measure the brightness of 100,000 stars over and over and over, looking for a few of those 100,000 stars that dim. Seeing the tiniest dim from a small planet travelling in front of a star thousands of light-years away isnt easy to imagine. But the Kepler telescope is one of the most sensitive cameras ever built. To give you an idea of just how sensitive Kepler is, Im gonna demonstrate using this massive World War II search light. The brightness of that search light represents the extreme luminosity of stars. And Im gonna use this tiny marble to represent the planet. When this planet passes in front of the star, it blocks out a tiny fraction of the light, dimming the star by a very small amount, and thats exactly what the Kepler space craft can detect. Kepler can detect a 0.01% change in the stars luminosity, but even if it spots a dimming star, theres still another problem. When Kepler sees a star that dims, it could be due to a speck of dust that crossed in front of the telescope. Theres a possibility of binary stars, two stars that orbit each other thereby dimming the stars as one blocks the other.

On a previous show we mentioned how not all shooting stars have the same speed. Some disappear almost immediately, while others make a nice slow line across the sky. If you enjoy watching the slow ones, there is a way of upping your chances of seeing them. Go out just after sunset. Thats because the slowest meteors come in the evening and the fastest ones come in the morning, just before sunrise. Can you guess why? The speeds of meteors we see are increased or decreased by the earths motion. If we charge into them head-on our speed is added to their speed. If, on the other hand, we aremoving away from them, our speed is subtracted from their speed. Now imagine yourself standing at the north pole, facing the direction the earth is moving through space. You rise up magically, far enough away that you can see the whole planet rotating underneath you while you yourself remain stationary. Which direction is it turning? Counterclockwise. Where is thesunlight? From your perspective, its on the left side of the planet. That means that the front of the planet, or the part thats charging into oncoming meteors, is the placewhere morning is beginning for people on earth. The back of the planet, meaning the part thats movingaway from meteors, is where evening is beginning. It may seem funny, but every morning when you look up into the sky, you are looking in the same direction as the planet is moving. In the evening you are looking the other way. And the speed ofshooting stars confirms it! 201411/343639。
