The World Food Program originally planned this year to reach more than six million hungry people in North Korea. WFP North Korea representative Torben Due said Wednesday that number has been cut by two-thirds, to less than two million. He referred to North Korea by its official name, the Democratic People's Republic of Korea. It's among the lowest [number] we've ever had in the DPRK," said Due. Due says the main problem is that the WFP's emergency operation in North Korea does not have enough money. The program has received "very little funding" since October 2008. Of the 0 million needed, only 15 percent has been received so far. 15%。He also says the North Korean government has placed new restrictions on the WFP's work. These new conditions include not being allowed to have Korean-speakers on the WFP staff, which has been sharply reduced to 16 people, from 59. There also is a requirement that the WFP give notice seven days in advance to visit a site, as opposed to the current 24-hour notice. Due says most of the hungry people in North Korea now suffer from the effects of nearly two decades of food shortages. He says the problems of serious malnourishment affect children before they are even born, if their mothers are underfed. We are seeing the combined impact of a chronic undernourishment of a very large part of the population and the impact of it is more dramatic than just a few weeks or months where you have too little to eat," said Due. He says the WFP and the UN's Food and Agriculture organization did a joint survey last year that found a 8.7 million people in North Korea need food aid. This is more than a third of the country's total population of 23 million people. North Korea has needed aid to feed its people for more than decade. Its state-controlled economy has contracted because of mismanagement and shortages of raw materials, while poor farming techniques and periodic floods have reduced harvests. 07/76344Stock volatility continued on Wall Street Wednesday as markets turned their attention once more to the weak global economy. After an impressive rally Tuesday, fears about high levels of public debt in the U.S. and Europe have erased all the gains and then some. There is growing concern that the global economy may be heading toward another painful recession.Despite the U.S. Federal Reserve's assurances that it will keep interest rates near record lows for the next two years, all the gains made this week evaporated even before the opening bell. On closer examination, New York trader Keith Bliss says many now see the Fed announcement as an admission that the world's most powerful central bank is out of ammunition. The Fed is basically out of bullets. It's similar to those Hollywood movies where you see the guy fire all his bullets and now the only thing he has left to do is throw his gun," Bliss said. But Bliss says the slowing U.S. economy is not the only issue roiling the markets. And this is how skittish and temperamental the market is. It reacts not only to factual aspects and fundamental aspects, but also rumors. So there was a rumor that S amp; P (ratings agency Standard amp; Poors) was going to downgrade France's debt, there's rumors that there are French and German banks in trouble because they're holding a lot of sovereign debt over in Europe," Bliss said. Some see the combination of a weak U.S. outlook and the prospects of another debt crisis in Europe as a recipe for a double dip recession. Financial expert Jon Henes tells VOA even the remedy is fraught with peril. 201108/148632

Banyan菩提The finitude of forests森林禁令A scheme to save the world’s rainforests still seems too good to be true拯救全球热带雨林的计划仍然很难落实AS THE heavens open, the canopy offers scant protection from the downpour, so the orang-utans tear leaves off the trees to make pathetic little umbrellas to hold over their heads. It is an endearingly human gesture but, as a means of keeping dry, almost entirely futile. And it is not just the rain that makes these creatures seem so helpless. The relentless destruction of their tropical-forest habitat has endangered their entire species. In Borneo, in the Indonesian province of Central Kalimantan, they can relax in a camp devoted to their welfare on the edge of the Tanjung Puting national park. But the park—415,000 hectares of protected tropical heath forest and peat forest—is surrounded by oil-palm plantations. These orang-utans are refugees from forests cleared to make way for the plantations. Much as people like the creatures, and devotedly as conservationists work, the park is not enough to stem their remorseless decline. There is too much money in palm oil, as well as timber, coal, gold, zircon and the forest’s other vegetable and mineral riches. Yet prospects for the orang-utans have recently looked up. Climate-change fears have drawn attention to the work forests do to sustain not just wildlife but the planet itself. The outlines of a scheme under which developing countries would be paid not to cut down trees has been agreed. Indonesia, for example, chafes at its reputation as the world’s third-biggest emitter of carbon (a ranking it disputes). It has promised to cut its emissions by 26% by 2020 or, if promised foreign cash actually materialises, by 41%. It will achieve this in large measure by reducing deforestation. 201104/134089

The U.N. Security Council has authorized a request from the U.N. chief for as many as 3,500 new peacekeepers and police to be sent to Haiti. This will boost the U.N. force in Haiti to more than 12,000. Chinese Ambassador Zhang Yesui said the council's unanimous decision to authorize 1,500 more police and 2,000 troops for the next six months demonstrates the importance it attaches to supporting the post-disaster situation in Haiti. We believe that the adoption of this resolution will facilitate more effectively the implementation by MINUSTAH of important tasks, to maintain peace and stability in Haiti, to support disaster relief efforts, and to help restore capacity-building and post-disaster reconstruction," Zhang said. MINUSTAH is the French acronym for the U.N. stabilization mission in Haiti. After the vote, U.N. chief Ban Ki-moon told reporters these are extraordinary times that call for extraordinary measures and decisiveness. He said the Council's decision to approve his request for more peacekeepers sends the message to the people of Haiti that the world is with them. I am sure member states will respond positively and quickly as well," Mr. Ban said. "We must do all we can to get these extra forces on the ground as soon as possible, so that they can help maintain order and deliver humanitarian assistance." 201001/95083An international aid flotilla is continuing with plans to sail to the Hamas-ruled Gaza Strip despite a series of setbacks. Pro-Palestinian activists organizing the aid flotilla say they still intend to challenge Israel's blockade on Gaza, a day after an American boat was intercepted by the Greek coast guard and turned back to Athens. American Greta Berlin, who was on board the vessel, blames Israel and the ed States for the setback. The Greek government is under a huge amount of pressure from the Israeli government and probably our own government as well," said Berlin. Israel and the U.S. have urged the flotilla not to violate the Gaza blockade, warning that the mission is dangerous and provocative. Last year ago, Israeli naval commandos intercepted a Gaza aid flotilla, and in the botched raid, nine pro-Palestinian activists were killed. The incident sparked international outrage and raised regional tensions. The ed Nations and European Union have backed the Israeli and U.S. position, which calls for the flotilla to dock in Israeli or Egyptian ports and transfer their cargo to Gaza legally over land. But activists reject that, charging that the blockade is illegal and immoral. Speaking from Athens, Greta Berlin says the mission to Gaza will go ahead. 201107/143068President Barack Obama on Tuesday visited the U.S. commonwealth of Puerto Rico. “Buenas tardes!”With a greeting of “Good afternoon” in Spanish, President Obama began his five-hour visit to Puerto Rico and offered support for next year’s vote on the island’s future. Puerto Ricans will have the choice of becoming an independent nation, becoming America’s 51st state or remaining a U.S. territory. “And when the people of Puerto Rico make a clear decision, my administration will stand by you," said President Obama. The president’s visit to Puerto Rico fulfills a promise he made in his 2008 campaign. Puerto Ricans cannot vote in U.S. general elections, but more Puerto Ricans live on the U.S. mainland than on the island. China Sets New Property Market Rules for Second Time in Two Weeks After pledging to crack down on land hoarders earlier this month, China's Ministry of Land and Resources, the land watchdog, now says that no land transaction for housing projects will be allowed before early April, when the authorities will release this year's plan for land use.Ministry official Dou Minli says for local governments, having to temporarily halt land transactions and report their plans before selling are new rules."Any new land transactions are forbidden until the local governments set details for affordable housing projects."China is set to build 3 million new units of affordable housing and to renovate 2.8 million units in shantytowns nationwide this year. The Ministry of Land and Resources is working on specifying the plan.Meanwhile, China's State-Owned Assets Supervision and Administration Commission, the top supervisor of state-owned enterprises, has ordered 78 companies to hand in their plans for withdrawing from the property market within 15 working days. Du Yuanquan, spokesman for the top supervisor, says that only 16 state-owned enterprises that specialize in real-estate are permitted to keep their business."The chosen state-owned subsidiaries are required to withdraw from the property market as soon as they finish current projects."Among those ordered to end real estate business are the SOEs who bid on prime properties and set records for new land prices in the capital earlier this month.Chinese overseas shipping giant COSCO says the corporation will quit the real estate market in half a year. It is so far the first and only company to disclose its timeline. After heated debate during the mid-March political sessions, Chinese policymakers have come to the consensus that dealing with the overheating property market must involve two parallel approaches: one is curbing land prices by changing the current fiscal structure of the local governments that over-rely on selling land, and the other is expanding affordable housing projects.Song Huiyong, a real-estate analyst with the Centaline Group, says these acts may indicate the emergence of a new housing reform that will end total market-orientation."The process of fundamentally restructuring China's property market is on. The era of full market orientation is over. It also means the property market reform proposal that has been put on the agenda of the top legislature is on track."Chinese people saw a sudden marketization in the property market in the late 1990s. Before that, most city residents rented houses from their employers.Du Lijun, CRI news.201003/99586Mixed Israeli-Palestinian Reaction to White House Summit以巴对白宫峰会反应不同 Palestinians are reacting positively to their leader's summit meeting with the president of the ed States in Washington. But Israelis are skeptical. Palestinian officials say they are encouraged by President Barack Obama's meeting with his Palestinian counterpart Mahmoud Abbas Thursday at the White House. Mr. Obama called for the creation of a Palestinian state and condemned Jewish settlement expansion in the West Bank. Palestinian negotiator Saeb Erekat says the new U.S. administration is taking the right steps to advance the peace process. "We want any Israeli government to accept the two-state solution, agreements signed, and stop settlement activities," he said. The settlement issue is raising tension between Israel's new right-wing government and Washington. Israel says it will not build new settlements, but it reserves the right to build in existing communities to accommodate "natural growth." The ed States opposes any construction in the settlements, and settlers are outraged. Chanie Luz lives in the West Bank settlement of Bethel near the Palestinian-ruled city of Ramallah. We see it as a racist statement to say that the Jews can't have children, or that Jews can't build their houses, or the Jews can't add a room onto their house because they want to have a larger house," said Luz. Israel's hawkish Prime Minister Benjamin Netanyahu also opposes the creation of a Palestinian state. Israel pulled out of the Palestinian-ruled Gaza Strip in 2005, and today it is controlled by Hamas, a violent Islamic militant group that refuses to recognize the Jewish state. Hamas has fired thousands of rockets across the Gaza border at Israeli communities; and Netanyahu fears a Palestinian state in the West Bank would lead to a similar situation in Israel's backyard. President Barack Obama says the ed States had enough information to uncover the plot to blow up a Detroit-bound airliner on Christmas Day, but failed to put all the bits and pieces of intelligence together. "But it is increasingly clear that intelligence was not fully analyzed or fully leveraged. That is not acceptable. But golf courses are not known to be environmentally friendly. They demand a lot of fresh water, fertilizers and herbicides to keep them looking green. That’s true of most golf courses. But let’s look at one that is trying something different. This is the Miami Beach Golf Club. The grass used here is called “seashore paspalum”. “It’s the most environmentally friendly grass in the world.” Dr. Ron Duncan is a turf researcher at the University of Georgia and a leading expert on seashore paspalum. “And environmentally friendly from the standpoint that you can save the potable water use from the human side and utilize all other alternative water sources like brackish water or water out of sewage plants to irrigate this grass. Also you have a reduced management budget because it requires about half the fertilizers that you normally use on the other grasses. Also you can save on pesticide use.” What makes seashore paspalum so special is that it can survive and thrive in high-salt environments. So brackish water or partially salty water can be used to irrigate this grass. This translates into big savings for the golf course. “We estimate at this point we are gonna reduce our dependency on fresh water by about 65-75%, that'll save us somewhere, in a range of 175-200 thousand dollars annually on fresh water.” Steve Forrest is the architect who designed this golf course. He says seashore paspalum has other advantages besides being environmentally friendly. “This grass is able to provide a striping pattern and the black you would see on a football field or if you are vacuuming your carpet. This grass is also greener or darker green in texture, so you can again have different contrast in color throughout the golf course which is desirable from the architectural standpoint of view.” So do golfers rate seashore paspalum as a birdie or a bogie? “I will definitely come back and I was very impressed to it." "We've come down the play three rounds and we've played at three different courses and this is by far the best.” “The end use is here, it’s not in my research plot, it’s not at the University of Georgia. It’s where it's gonna be used. And the acceptance of the golfers now, and various people trying this grass in a lot of different areas, that’s the pleasure that I’m getting.”Seashore paspalum appears to be a green solution that's par for the course. 200812/57787
