Asian Markets Higher on US Interest Rate Cuts投资者担心或无法防止美经济衰退 Markets posted steady gains in Asia following an interest rate cut by the U.S. Federal Reserve Bank. Earlier this week most Asian stock exchanges plummeted on fears that the U.S. credit crisis is far from over. Investors are still fearful that the Federal Reserve may be running out of options to ward off a U.S. recession. Japan's Nikkei Index and Hong Kong's Hang Seng both closed more than two percent higher Wednesday after the Federal Reserve cut a key interest rate by three-quarters of a percentage point. Most other Asian markets rose by similar amounts. Although the cut was less than many investors had expected, it still sparked a rally on Wall Street. Stronger-than-expected earnings from two U.S. investment banks also encouraged investors to buy stocks. The Fed's rate reduction follows emergency measures in recent days to ease the liquidity crisis in credit markets. Michael Spencer is the chief Asia economist for Deutsche Bank in Hong Kong. He says concerns are still rampant that the Fed may not be able to do enough to avoid a U.S. recession. But I think it's important to understand that what the Fed is doing at the moment is much less around trying to shore up growth and more trying to take out the … risk for the U.S. economy that would come from a broader systemic crisis within the U.S. financial system," he said. Spencer says he expects the Fed to further reduce interest rates by around 25 to 50 basis points. But he says that in addition to the U.S. credit crisis, the Federal Reserve governors are now concerned about other economic challenges. It does appear from the statement last night that the Fed is beginning to get a little more worried about inflation and that may lead them to cut rates a little bit less aggressively over the next few meetings than what we ere expecting," he said. Low interest rates can worsen inflation because companies and consumers are willing to spend more and take on more debt when rates are low. To counter rising prices, central banks typically raise interest rates, which discourages spending and borrowing, and can help push a weak economy into recession. The cut in U.S. interest rates helped lift the dollar. It was trading at 99.24 yen in Wednesday afternoon trading, well above a 13-year low earlier this week. Commodity prices also fell on Wednesday, with gold hitting a low of 0.80 an ounce, down from more than ,030 on Monday, and oil fell one dollar to around 8 a barrel. The banking system woes in the U.S. are largely the result of the sub-prime mortgage collapse. Sub-prime mortgages were made to homebuyers with poor credit records, and many of them now are struggling to pay their debts because interest rates rose and property prices fell.Despite the steadier financial markets Wednesday, Asia's largest economy, Japan, faced a new challenge. The parliament rejected the ruling Liberal Democratic Party's latest nominee to replace the previous governor of the Bank of Japan, leaving the job vacant.Prime Minister Yasuo Fukuda has been struggling to avoid a vacancy at the BOJ at a time when global markets are in turmoil. But many financial analysts think the stalemate is not likely to significantly affect global markets.200803/31336尚志市人民医院网上预约 Opponents of US-South Korea Trade Deal Mobilize against Ratification美国牛肉成美韩自由贸易协定关键 The ed States and South Korea are each gearing up for a crucial vote to ratify a major trade liberalization deal. In South Korea, opponents of the pact are trying to block a separate compromise to open up the country to American beef imports - a crucial step in getting the free trade deal passed in Washington. South Korean cattle farmers and their supporters came out in force, Thursday, one day before a scheduled parliament session expected to be dominated by debate about trade with the ed States. Stop imports of U.S. beef!" shouts the crowd of nearly 10,000 people, in a street rally near Seoul. U.S. beef imports were banned here after a single American animal was diagnosed with the fatal nervous disorder known as "mad cow disease" in 2003. The fatal disease can be transmitted to humans eating meat from an infected animal. South Korea began resuming imports of boneless U.S. beef last April, then re-imposed the complete ban after bones were found in several shipments. Last May, the ed Nations effectively backed Washington's assertions that American beef is safe. Last week, South Korea announced it would fully re-open its beef market, removing the final political obstacle to a much broader trade liberalization deal between the two countries. The purported health threat of U.S. beef imports is a rallying cry South Korean producers invoke interchangeably with the far more imminent economic threat. Fifty-six-year-old farmer Lee Chang-bae says the market price of cattle feed has doubled recently, and that it is getting impossible for farmers to live. He asks who will protect consumers' health, now that the import ban has been lifted. American agriculture officials point out there have only been two documented cases of mad cow disease in U.S. cattle - neither of which made it into the food supply. American beef producers are cynical about their South Korean counterparts' emphasis on health concerns - saying it is a mask for trade protectionism. It's interesting to me that, when Koreans travel to America, no one thinks twice about having 'LA kalbi' or T-bone steaks. They don't think about their safety," said Tami Overby, the president and chief executive officer of the American Chamber of Commerce in Korea. Three of South Korea's liberal parties say they will open hearings Friday aimed at delaying or even blocking U.S. beef imports. President Lee Myung-bak's conservative Grand National Party, which won a majority in recent elections, is calling for a nationally televised debate on the issue, rather than parliament hearings. American lawmakers say failure to resume U.S. beef imports here in South Korea could seriously threaten the passage of the two-way free trade agreement signed last year. That deal, which covers everything from automobiles to insurance, would boost the aly robust American-South Korea trade relationship by an estimated billion a year. 200804/36566Think of crafts and perhaps corn dollies and thed baskets come to mind. But now the annual COLLECT craft fair has opened at London's Victoria and Albert Museum and it's a very classy affair. On offer are, ceramics, glass, textiles, silverware that can cost thousands. While the applied art is gaining culture cachet, the Crafts Council, the organization which is paid to promot it, is hitting more turbulent times. Our arts correspondent Nicholas Glass has this.A vaccine and never-harder thing to define, the "C" word craft, and compared with Damine, Tracy and Dinos (艺术家,ph)its practitioners are relatively ignored. Things are hand-made, decorative sometimes, but not always functional, and of course unique. When is it craft, and when is it art? Lines have been blurring for a long while.I suppose my interest in craft is that the very best people who work within craft or seem to be doing really quite divergent things. There's no/ sort of the whole merchant's definition any more about crafts, not a life style thing. It's not an antique, fine art thing, um. It's not a discipline that defines itself in terms of the home; it's none of these things. It includes some of those things but none of those things in its entirety. (But its meaning has changed.)Its meaning has changed. Its meaning has changed and it's changing. These are stimulating and confusing times for makers, sellers and promotors of these objects of desire. Here we have COLLECT--The 3rd year run in a selling fair within the wards of the Vamp;A(Victoria and Albert Museum ) in the sector of craft work version of freeze. And yet the Crafts Council which organizes the fair and is supposed to give a lead is in restructuring limbo. It's between directors. Its exhibition space and shop in Northern London are to close, and it won't be handing out its annual Jerwood Prize this year.Is there an institutional support, Crafts Council, Arts Council support for crafts? There's some. It's not focused. It's not well delivered, but there is some, some, um, support, yes. Interestingly enough, things like COLLECTt actually show you just how good things are and how much more support needs to be, supports need to be in the sector. The problem is that Crafts Council in particular has been out of focus and off message for a very long time and hasn't really lived up to it's briefing to actually support the very best of craft.Like Edmund de Waal, Julian Stair is one of our leading potters. He made these porcelain teapot and cups. He is currently interim chairman of the Crafts Council. So this precise moment is kind of like a vacuum of leadership. Um, I wouldn't say that's a vacuum of leadership because we have a new chairman coming in and that would be very shortly announced. And the director's search is under way and we also have, you know, a good new series of partnerships which are, which have started to really define our our new strategy. Will hearing this instill confidence? We shall see. At least COLLECT gives crafts a higher profile for a few days. There are 42 galleries form Europe, Japan and Australia. From Denmark for example, a sovereign interpretation in miniature of the Contiki(ph) Expedition. According to a new and somewhat impenetrable arts council report, more of us like crafts than contemporary art. If, if you have a collecting bug, it's an excuse to go on and collect more, and also there is a whole fabulous market out there which if you've only really ooked at the pictures, um, you know it's waiting to be discovered. We apparently acquire some 5 million craft objects every year, one or two will be picked up over the next few days of Collect including Dark Glass(ph),the odd teapot. Nicholas Glass. We will leave craft. Of More4 News is on display at 8.200805/39222黑龙江省电力医院人流收费标准

On Sunday night at least 17 people were killed and over 150 injured in two deadly bombings in Turkey's largest city Istanbul. The attacks took place in a residential district of western Istanbul. The bombings occurred as Turkey is in the midst of a political crisis involving the the ruling AKP Party. The attack started around 10:00 p.m. local time, when a small explosion occurred in the Gungoren district of Istanbul. The area was packed with people taking a traditional late evening walk after a hot summer day. The explosion saw people rush to help the injured. According to eyewitnesses there was then a second much more powerful explosion causing death and destruction on a massive scale, as one witness explains. I saw lots of dead people , and lots of injured people , that was terrible," said the witness. "I can't say anything just bodies all around and injured people. that was terrible." Local hospitals were overwhelmed with the casualties and an urgent appeal has been put out for blood donors. Many of those injured are in critical condition. Turkey's President Abdullah Gul condemned the attack saying no goals can be achieved by terrorism and these attacks show how inhumane the instigators are. According to local TV reports, ing security officers, the bombings have the hallmark of the Kurdish separatist group the PKK. The same source also said security forces had been bracing themselves for a bombing campaign by the separatists. Two years ago a splinter group of the PKK known as the Kurdistan freedom falcons or Tak was responsible for a series of fatal bombings in Istanbul and some of Turkey's main tourist resorts. The PKK, which has been fighting the Turkish state for Kurdish autonomy in the southeast for more than 20 years, has been under intense pressure in the last few months from the Turkish army. On Sunday Turkish jets struck numerous rebel targets in northern Iraq. Dozens of rebels have also been killed in Turkey in recent weeks. But the PKK is not the only group under suspicion, radical Islamic and far left organizations have also carried out bombings in recent years. The Minister of Interior Besir Atalay, speaking at the scene, said the government wouldn't bow to terrorism. We have lost many of our citizens today but our fight against this merciless terrorism will continue," he said. "No one can intimidate us. We are determined to bring all those responsible to justice." Security forces are now under intense pressure to find the bombers. The attacks will inevitably fuel rising political tensions in the country. Turkey's constitutional court on Monday starts deliberating a case calling for the closure of the ruling, Islamic-rooted, Justice and Development Party or AKP. The party is accused of undermining the secular state. A verdict is expected in three to 10 days.
