Normally, after the parties of Bastille Day, the French begin drifting off on holiday. People disappear to country homes, beaches or resorts where they spend weeks eating, drinking and lazing. Meanwhile foreign tourists — one of France’s few growing income streams — flood the world’s most visited country.“巴士底日”(Bastille Day,即法国国庆日)狂欢后,法国人通常会开始外出度假。 But after a jihadist in a truck killed 84 people in Nice on Bastille Day, the French are trying to comprehend their new normal: terror attacks. As prime minister Manuel Valls admitted: “France must live with terrorism.” In just 18 months, the country has fundamentally changed. There are three layers to French life. Layer one is everyday perfection: that glass of wine in an ordinary bistro in a commonplace street. The Germans call it “living like God in France”. Layer two is economic stagnation, the sense that set in early this century that the country’s model is stuck. In December 2014, a fairly typical survey by BVA-WIN found that only 17 per cent of French people thought 2015 would be better than 2014. That ranked France 60th out of 65 countries for pessimism. Moreover, the French were unhappier than people in other rich countries — a finding now so commonplace in happiness research that it’s known as the “French paradox”. And French pessimists were right: 2015 began with the deadly attacks on Charlie Hebdo newspaper and the kosher supermarket in Paris. Since then, the surface layer of French life has been fear of terrorism. This fear is the parents’ meeting to discuss whether terrorists could break into your children’s school. It’s the university seminar you can only attend if you register in advance, with full passport details. It’s the security guard who searches you before you can enter your local post office. (Incongruously, the booming anti-terror sector has created thousands of jobs for low-skilled Muslim men.) The French now live with the constant worry that the sky could fall on their heads. One glorious afternoon during the Euro 2016 football tournament, over a drink in Marseille’s Old Port, the friend I was with half-joked: “Shall we go, before this terrace is raked with machinegun fire?” The terror in Nice soon afterwards was terrifyingly predictable. The previous day in Paris, passing a poster advertising James Watkins’ new movie Bastille Day, about a massive terrorist plot, I had thought: Don’t let this be prescient. France has experienced some variety of terrorism in every postwar decade, but never as bad as this. The last seven months have seen the two deadliest acts of terrorism in modern French history: the Paris attacks in November that killed 130 people, and Nice. Before Nice, fear was focused on Paris. Almost every aspect of French life is overcentralised, and the capital had suffered disproportionately from terror. But if hell can break out in a sleepy beach town that lacks only a sandy beach, a place where millions of French people have happy holiday memories, then nowhere in France feels safe. Like other recent terrorists, the Nice jihadi seems to have acted alone. Whereas al-Qaeda liked to orchestrate elaborate attacks, Isis has “crowdsourced” terrorism, says the Soufan Group, a security consultancy. And France has a reservoir of thousands of potential do-it-yourself jihadis. Terrorism that requires barely any planning beyond renting a truck is almost unstoppable. The French authorities cannot turn the entire country into a kind of airport security zone. Perhaps it’s lucky that France lost the final of Euro 2016 to Portugal last Sunday. Had Les Bleus won, the crowds waving tricolours in every town square could have been targets. Only one other developed country lives with comparable everyday danger: the US, with its bizarre gun laws. So far, the French have remained surprisingly tolerant in the face of Islamist terror. The annual survey by the National Consultative Commission on Human Rights found that racism decreased in 2015. In regional elections last December, just after the worst attack, the French mainstream voted tactically for Socialist and Republican candidates to prevent the anti-immigrant Front National from winning a single region. Voters may repeat the trick in next year’s presidential elections. Still, if the French were pessimistic and unhappy before the increase in terrorism, imagine the national mood now. /201607/455309China Railway Corporation issued new rules last Monday to further tighten up the smoking ban on trains, saying that any passengers who are caught twice violating the ban will be forbidden to purchase any high-speed train tickets across China. If a passenger smokes on a high-speed train, he or she will be fined and will have to promise not to violate the rules again, according to the new regulations. If there is a second offence by the passenger, railway authorities can prohibit him or her from buying high-speed train tickets in the future. The new rule aims to build a credit system in the railway system, said an insider. Smoking can trigger smoke alarms on a high-speed train, forcing the train to slow down or even stop. So it was listed as one of the dangerous behaviors on a high-speed train in 2014. A violator of the no-smoking rule may be fined up to 2,000 yuan. Media reports about high-speed trains being forced to brake after passengers smoked on the vehicles have made headlines in recent years, showing a lack of safety awareness among passengers. /201608/462754HONG KONG — Chinese regulators have begun an investigation into the Internet giant Baidu after the death of a college student who said he received distorted information on cancer treatment from the company’s search engine. The student, Wei Zexi, 21, from the central province of Shaanxi, died of synovial sarcoma, a rare form of cancer, on April 12. Before his death, he wrote a long post on a Chinese website that detailed his experience seeking treatment. In a promoted search result on Baidu, he learned of a hospital in Beijing that offered treatment for people with his condition. His family borrowed money to raise the more than 200,000 renminbi, or about ,000, to pay for a type of immunotherapy from the Second Hospital of the Beijing Armed Police Corps. Mr. Wei’s form of cancer is generally treated with surgery and chemotherapy, and he accused Baidu of taking money to promote less proven treatments in its search results. After his death, the search company has been denounced online, with some people calling it by the similar sounding 百毒, or “100 poisons.” China has strict laws against false advertising in medical products, but how they apply to online search results is not clear. It also is unclear whether the promoted link that Mr. Wei followed was in fact misleading. ;Companies that were involved in services that deal with human life should be particularly conscientious of their duties when conducting their businesses,” the website of People’s Daily, the Communist Party’s flagship publication, wrote in a commentary that questioned Baidu’s corporate ethics. “Billions of net users trusted Baidu for their search engine and online forum services, the company is hence responsible for the trust and is obligated to taking up their social responsibilities.” The Cyberspace Administration of China, the country’s online regulator, acknowledged the public complaints and said on Monday that it would conduct a joint investigation into Baidu with the State Administration for Industry and Commerce as well as the National Health and Family Planning Commission. Government and military health authorities have announced a separate investigation into the hospital, Xinhua, the state news agency, reported on Tuesday. “Our deepest condolences go out to Wei Zexi’s family,” Tracy Hu, a Baidu spokeswoman, wrote by email. “Baidu is a trusted company and we uphold extremely high standards to make our platform safe and trustworthy.”“我们对魏则西的家属表示最深切的哀悼,”百度发言人特蕾西·胡(Tracy Hu)在一封电子信中写道。 On its Weibo account, Baidu said that the Second Hospital of the Beijing Armed Police Corps, where Mr. Wei received treatment, is a top-level institution. “We will cooperate with law enforcement investigations to the best of our ability and crack down on all illegal behavior,” Baidu said in a Weibo post. “And we strongly call on the management departments of related hospital bureaus to strengthen hospital supervision and build a trustworthy treatment environment for patients.”“我们全力配合执法部门调查和打击一切违法违规行为,”百度在其微上说。 The Second Hospital of the Beijing Armed Police Corps has not yet commented on the case. A representative for the hospital could not be reached on Tuesday. Baidu has faced criticism before over the handling of health-related information. In January, it overhauled its health forums after the moderator of a hemophilia discussion group said the management of the page had been sold to a private hospital. In 2012, Zhou Hongyi, the chief executive of the Internet company Qihoo 360, accused Baidu of relying on advertisements of fake health care products for 30 percent of its revenue. Mr. Wei wrote that he did not know that when he consulted Baidu for medical information. “Baidu, at that time I didn’t know how sinister it could be,” he wrote. “Bidding for ranking on medical information, or the matter with the hemophilia page, should make it clear what sort of thing it was.” Baidu says it applies “particular vigilance” to health care pages and has “proactively cleaned up the customer base” by using certification standards and screening potentially misleading ads. Mr. Wei’s death has also increased attention on medical entrepreneurs connected with the so-called Putian system, named after the city in Fujian Province from which many of them came. The entrepreneurs made money by selling folk remedies and went on to invest in hospitals around the country. They are now represented by a national association, the Putian (Chinese) Health Industry Association. Last year, the association was reported to have 8,600 member hospitals, about 80 percent of all private hospitals in China. The sp of the Putian hospitals has relied on widesp online advertising, and Chinese news outlets have questioned the reliability of such promotions. “It is necessary to conduct an in-depth review, alongside a serious investigation over whether Baidu’s business is legal, of why, despite prohibitions and supervision, a number of Putian system medical institutions can still rely on swindling to become a formidable presence in China’s medical market,” The Beijing News wrote in a commentary on Tuesday. It was not immediately clear if the department in the Beijing hospital that treated Mr. Wei had a connection to a Putian system company. Although some Chinese news outlets suggested a link, a nurse at the hospital told Huashang Bao, a newspaper based in Xi’an, that the hospital itself controlled the department. /201605/441463

A Chinese man#39;s fate has been changed thanks to a plate of fried oysters. Li Risheng, who was separated from his family 13 years ago, has found his long-lost father after recalling the name of his hometown while eating its specialty dish, according to Chinese media. The 20-year-old was reportedly sold to another family at the age of seven and had tried to find his birth parents for more than a decade. Li said one day he followed his mother and two of her friends to go shopping after dinner. The four took a bus and little Li fell asleep on the bus. Li said when he woke up, he found himself in a derelict farm house with his mother and her friends. When he got up the next morning, he could only see one of her mother#39;s friends, who promised to help him find his mother. However, instead of taking Li back home, the unnamed woman transported Li to another town before selling him to a family living in Yangjiang city. The family later moved to Yunfu city, where Li grew up. Li added that he had tried to escape from his new family when he was first sold to them, but his multiple attempts failed. He later gave up the idea of fleeing because he had got used to living with his new parents, the man claimed. Last year, Li had some fried oysters at a hawker stall and realised it was the taste from his childhood. The stall owner told him that the dish was a specialty from Dianbai District in Maoming, where Diancheng town is. Li Risheng, who has been re-named Ye Fengqing by his new family, met his father on January 6 at the Maoming Public Security Bureau, according to Guangzhou Daily. /201701/488924
