Gates Calls for More Coherent Afghan Strategy盖茨呼吁在阿富汗有更协调的政策 U.S. Defense Secretary Robert Gates says the ed States and its allies need a more coherent strategy in Afghanistan. And he believes General David Petraeus, who took command of U.S. forces throughout the Middle East and Central Asia on Friday, can help provide such an approach. With violence down in Iraq, much of the Pentagon's attention is shifting to Afghanistan where the Taliban, al-Qaida and associated groups have increased their attacks in recent months. That is why Secretary Gates moved his successful Iraq commander, General Petraeus, to U.S. Central Command, where he will have ultimate responsibility for both wars. After attending the general's change of command ceremony in Florida, Secretary Gates told reporters on his aircraft he believes the international effort in Afghanistan needs a better overall approach. "I think that the military strategy throughout Afghanistan and with our coalition partners needs greater coherence. And I think General Petraeus can help General McKiernan in doing that." General David McKiernan is the top U.S. commander in Kabul, and he also answers to the NATO command, whose countries have thousands of troops working alongside U.S. and Afghan forces. The complex structure makes the job of developing and implementing a coherent strategy particularly difficult. Past commanders have tried, with limited success. But Secretary Gates believes General Petraeus, who is widely credited with turning around the war in Iraq, is the right man to try again. While the two wars we're in are very different, the need to integrate military and civilian is a common theme, and the need to be as inclusive as possible in trying to bring people together. And so I think he brings a broad strategic understanding of the challenges that we face." Secretary Gates also called for the expansion of the Afghan army, perhaps beyond the 134-thousand aly agreed to. It is now about half that size. Gates said all parties involved agree on the need to move as quickly as possible to expand the Afghan forces. He said the fight, "needs to be an Afghan war, not an American war and not a NATO war." General Petraeus called for a comprehensive approach to the Afghan conflict as he took command, and he has said some principles he used in Iraq will apply, including increasing security, and that he will need more U.S. troops to do the job. Gates confirmed Friday he has approved sending three more brigades and their support forces, well over ten thousand troops. But they will not be available until the new administration takes office in January. Gates spent more than a year trying to persuade NATO allies to send more troops to Afghanistan, but he said Friday he does not expect the allies to do much more than they have aly done, requiring the further increase in U.S. troops. There are aly 32,000 U.S. troops in Afghanistan, along with about 37,000 from other NATO countries, but many of the allied troops operate under their own special restrictions. Petraeus has put together a 200-member team to review the Afghanistan strategy and he is expected to travel to the region almost immediately. His review, along with one being done at the Pentagon and another at the White House, should all be y for the new president to review next year. Petraeus and the other U.S. military commanders will remain in place when the political leadership changes. 200811/54786In recent months, crude oil prices have experienced their sharpest drop since the 2008 financial crisis, and now stand at around a barrel. Alongside one of the main highways leading into the U.S. capital, a European tourist is filling up his rental car at a gas station.Fluctuating pricesFelix Braz believes that lower gasoline prices will be shortlived. Of course, it will go back up because the needs all over the world are growing," he said. "And the reserves they are not growing and it's not very difficult to understand that one day or another we'll get short of gasoline." Braz is from Luxembourg, where the price is almost double that in the ed States because of fuel taxes. Another customer at the gas station is Jordanian-born Ahmed Al Hellu. He thinks gas in America is aly too expensive. The other day I was talking to a friend in Qatar and he said the gallon is 75 cents, comparing to what we have here -- .99, almost .00 a gallon that's a difference you know. That's a pain in the pocket," he said. Al Hellu runs an import business and says cheaper fuel would provide a much-needed break for him. Not only me. It will have a big impact on the whole country, because when the prices come down you have people transporting goods or things for their stores, the prices will come down, the wholesale will come down, the hotels, everything will come down, because everything is linked together," Hellu explained. 201107/145817EU Calls on Israel to Observe Humanitarian Truce in Gaza欧盟呼吁以色列实行人道主义停火 The European Union, or EU, is calling on Israel to observe a humanitarian truce after a four-day Israeli air offensive on the Hamas-run Gaza Strip. Foreign Minister Bernard Kouchner of France, which currently heads the EU, hosted a meeting in Paris on Tuesday aimed at resolving the crisis. Kouchner told French television he is pushing for a lasting truce. Spain's Foreign Minister, Miguel Angel Moratinos, told reporters the Europe Union's immediate goal is to secure a cease-fire between Israel and the militant Palestinian group Hamas. The Europeans are particularly looking for a humanitarian truce. Their call for a cease-fire joins that of the ed States, which said Hamas must respect the truce. Meanwhile, Persian Gulf Arab ministers have strongly condemned Israel's actions in the conflict. Earlier Tuesday, the EU's executive arm called on Israel and Hamas to cease all attacks affecting civilians and let humanitarian aid into the impoverished Gaza Strip. But Robin Lowe, a Middle East expert at Chatham House, a London-based public policy institute, said the Europeans have limited diplomatic clout. The European Union countries have a fairly weak voice in this conflict. Many of them wish that was stronger and they're all full of ideas and good intentions to help find a quick and peaceful resolution. But the difficulty is that neither side [Israel or Hamas] is at all minded to listening to the Europeans," he said. The Europeans are also divided, with many countries historically sympathetic to the Palestinian cause. But the Czech Republic, which takes over the EU rotating presidency from France on January 1, has defended Israel's air strikes on Gaza in retaliation for Hamas rocket fire.

A Chinese cyber-attack on a jumpy America一起中国对颤颤巍巍的美国网络安全的网络袭击Jun 2nd 2011 | from the print editionTHE more onerous internet security in the office becomes, the more attractive easy-to-use services such as Google’s Gmail. This paradox is at the heart of what looks like a big cyber-attack by China (or Chinese hackers) against the private e-mail accounts of hundreds of senior officials, military types and journalists from America and Asian countries, chiefly South Korea. Google says it has “detected and disrupted” this campaign, first noted in February by a blogger, Mila Parkour. Unlike previous Chinese attacks on Google, which involved heavyweight cryptographic attacks on its software, this one was clever but simple. Targets received plausible-seeming “phishing” e-mails, often sent from faked State Department addresses, with a subject line such as “Fw: Draft US-China joint statement” and an attachment. Clicking on that produced a bogus Gmail screen. Anyone unwise enough to give their login and password would make their past and future e-mails, and contacts, available to the snooper. Google has tense relations with the Chinese authorities. In 2010 it stopped co-operating with their censorship efforts, moving its servers to Hong Kong; it is struggling to renew licences it needs for its other operations (it still employs 500 people in China, many of them selling advertising). Now it is talking to the FBI. But the target of the attack is Google’s customers. The Chinese government denies having any part in the scam, but the e-mails seem to have come from the eastern city of Jinan, home to a Chinese military cyberwarfare unit and a college blamed for other attacks on America. This one comes at a time when people there are aly jumpy about electronic security. Lockheed Martin, the government’s main information-technology provider, said last week that it had experienced a “significant and tenacious attack”. A forthcoming Pentagon report says that cyber-attacks could in future prompt a military response. Shooting careless officials would be a start. 201106/139641

It’s time for these men to get y for work, and work means hanging off a cliff at 10,000 feet. High in the Austrian Alps, these men are trying to rescue a historic weather station from the weather itself. “It was a couple of years ago, we saw this crack and this whole supporting structure is based on 5 pillars. This one lowered itself about 4 or 5 millimeters. This meant to us the mountain is moving.” For more than a hundred years, Sonnblick Observatory has taken the Alps temperature. “So the whole climate change which it could observe in the twentieth century was observed here. ” And in the past few decades it’s measured a slow but steady increase. Lue Rasser has been watching the weather data at Sonnblick for more than 20 years. “A lot of facts show the climate is changing dramatically and it is a tragic change. A good example is average temperature. It’s moved up by more than 1 degree centigrade.” And from here Lue can watch it all in real time. “This is the meteor data system and you can all the weather measurements right here. For example we can show precipitation, snow levels on glaciers, wind temperature, global and sky radiation and a whole lot more.” But now the warmer weather is melting glaciers and hitting meteorologists right where they live. Sonnblick’s peak used to be held together by mountain permafrost, but with rising temperatures the permafrost was melting and the rock under the station was crumbling away. “When I started here in 1980 precipitation was snow or sleet, but for the last 15 years the temperature is so high that at least for a month each year we only have rain.” “And this rain caused freezing and refreezing and melting within the cracks and this of course splits up the cracks, you know.” So the workers drilled holes deep into the mountain top, searching for rock that wasn’t cracked. They built a web of steel and concrete to hold the mountain together, and maybe, just maybe, keep the station standing. Up here the weather can change in an instant and that’s why Sonnblick really does tower above most other observatories because it’s seen it all. It is the oldest mountain observatory in 3000 meters in the whole world, and it collected data since 1886. And the data show the warmer weather is giving no signs of slowing down, not just at Sonnblick but all through the Alps. Even mighty mountains are no match for a little rising thermometer. So for now, for the people at Sonnblick, fighting the effects of climate change is an uphill battle. 200812/58075

Five ways to deal with stressAngela Burt-Murray of 'Essence' magazine and Dr. Gail Saltz tell TODAY's Natalie Morales how to deal with the anxiety this festive seasonI've heard about the recent survey that found a third of us are living with extreme stress. Well, as the holiday is approaching, the shopping season kicks in, it's not gonna get any easier. So we've decided it's time to enlist some stress reducing help from Angela Burt-Murray as the editor-in-chief of Essence magazine and Dr. Gail Saltz Today contributor…and contributing psychologist as well as biologist. Nice to have you here. Psychiatrist. Sorry about that. Good to have you. So this is a time of the year when all of us, I think, get so overloaded. And I know this is something that your ers have written in voraciously about, isn't that right?Absolutely, absolutely, one of the things they're telling me about is as they're coming down to the end of the year, they're feeling a lot of pressure with work deadlines, financial pressure, family obligation, and of course, shopping for the holiday.Yeah, and Gail, I mean, speaking of the holidays, how does the stress just escalate during this time of the year? The bottom line is women still bear the burden for the holidays. They are still, you know, whether they are working or not working, or single, or whatever the case may be, they are the one to sort of, are the, you know, make the holiday, and they feel that was to keep up everything else that they're doing during the year and not only make the holiday but make the Norman Rockwell, you know June Creeper sort (Right) of perfect holiday. And that includes, generally involving family and family adds a lot of stress too and a lot of time I think it's as you said women tend to bear the burden alone. You feel like I've got to be the one who has to do it all alone. They have to make it all beautiful, they have to make it all delicious, they have to meet their children's expectation, and they have to manage all those family relationships. And think about it, these are the relationships, that usually you don't necessarily see the people during the year all the time. And yet they all come to your home and you have been together for a long period. And that can actually add a lot of stress. So you say investigate old stories to help manage families, what do you mean by that? What I mean by that is I think women often feel the expectation because they are thinking I wanna do it like I remembered my mother doing it. Or I wanna do it differently than my mother did it, but these old stories about how perfect they're supposed to be, they come from somewhere. And if you understand where that expectation is coming from, you'll have a better chance of being more objective about. You know, maybe I don't have to bake 100 different varieties of cookies; maybe that's not where the load comes from. (Right) Maybe that's something my mother chose to do but I'm gonna do it differently. And part of the investigating, some of the feelings a lot of women feel guilt around this time of a year too, right? (Oh, sure.) And you say that's the part of the thing that you have to get rid of.Right! You have to let go of the guilt. They tell you when you get on an airplane that in a case of an emergency when the oxygen mask/ comes down, put it on yourself first. You have to save yourself before you can help others. So it's really important that you let go of the guilt, prioritize and learn when you have to say no to something that you are just not able to do.And moving onto money, because there's another big issue on the holidays (Yeah) and Gail, you say it's time to realign expectations, what do you mean by that?I mean you have to…first of all you have to decide, you know, what really matters. And you know, again I advocate for the relationships matter/, so if you're stressed out about money, if you are overspending, if you are gonna put yourself into debt later, then you are going to be an anxious, grumpy mom (Yeah) that actually no one is gonna really wanna be around. And when the credit card bill comes, you would be even grumpier in January. And it would stress your relationship (Right) and so you really need to make up a plan that's reasonable for after the new year.Exactly. Angela says to have a solid financial plan. Yeah, get a budget, and do something really simple like avoid the holiday crowd and just shop online. You can shop by price and you can also…a lot of retailers have special programs where you can get free gift wrap and free pa(cked )eh..delivery. So it's easy and cost-effective.Some of the burden, (absolutely) some of the stress also with your husband and your boyfriend, your partner, Gail, you say the important thing is to really share the burden. You know, the interesting thing is, actually, people like to be needed. If you say 'you know what, this year Thanksgiving we are doing a potluck, can you bring the sweet potatoes? Can you bring the dessert?' You said to your sister, 'you know, we are gonna be together, can you do this?' People actually like to contribute and feel that they are part of things and they are needed. But women hate to ask. They feel like that makes me less then, if I farm it out. And actually it is really a mistake. And if you would ask, ask your spouse. 'Hey, you take this part of shopping list and I will take this part of shopping list.' He's actually gonna feel good. And it's not dumping it. So you really should ask, you both will feel better. And feeling better is another really key topic. Angela, you say really focus on your wellness, your health during the holiday.Absolutely, during this stressful time, the health issues can become, you know, more prevalent. So you really need to make sure that you are eating right, you are getting enough rest and you are also listening to your body. And give yourself a little time out occasionally. You know, take time to meditate or just to focus on yourself. (have a cup of tea about the firer)Because after that, people, because they get anxious and stressed, they drink more during the holidays, (Right) they eat to satisfy their anxiety and they drink more alcohol, they go to more parties and you don’t feel good. So actually do other things to relieve your stress and be mindful of the overeating and the overdrinking. Right! Angela Burt-Murray, Dr. Gail Saltz, thanks so much. (Thank you)03/63947

Chris Cuomo's Perfect Job An award-winning psychologist designed a test to pinpoint the right job for you. Stunned by this award winning inside college, just to answer all these question[s]. What make you think how well you know yourself or you supposed to do? What if you change some of the answers ? Change some of your appetites or instinct. Will that change what you’re supposed to be doing? Hmm, anyway I took the test. I tried to be honest about it. You know, look Sam, he’s basically perfect. But see what I’m supposed to be doing. Shoos for me? Hey, everyone, the good news is gas prices are cropping…GMA has given me the chance to talk to characters from all walks of life, often I’m side by side by people on the most intense occupations. Sometimes, I began to try my hand at some of amazing professions. All of them are a far cry from dreams of my childhood which are granted impracticality. I like being a teacher, I always like the ideal of law, and I always like to eat. That’s it. Maybe my first job pointed to my current paycheck position. My first job was paper boy. Collection day was always tricky. People are not as quite available on collection days as they should. So with all experiences I had, I figured this test wouldn’t tell me anything I didn’t really know about what might be right for me. In other words , I was a cynic. I think that you can’t just bet at somebody would be good with what they do in life based on what their aptitudes are, the preferences. Often you wind up being good whatever you do because you become dedicated to it. I had never thought that I’d be good at what I’m doing now. Maybe I’m not.Still I sat down and answered all nine million questions with an open mind. Fix ? , I like that. ? cars , I like that.Pair cars , I like that.? You be a racer.Walking research office laboratory operate office machine. Who likes that? Finally I made through all the sections, subsections, and subsubsections. Is it mandatory that your feelings are attitude toward many kind of work like you’re automated ? machine(what’s that?) quick on yes put those activities you do well. I would love the ?answers.Ok, doneActually, I thought I fit more than three of the six personality categories the test identified, but if I had to pick three, realistic, investigative, enterprising. Turns out that I got two in three right. The test said I was social, enterprising and realistic. Then the ultimate career would reveal. First up, driving instructor. Very good at that, driving and instructing. And how about a, me as a master hair stylist. I like that. How am I doing by the way?Time to cook with chef chromo, executive chef. Nice , now we’re talking, on TV ?The first three were worlds away from my chosen path. But the fourth was at least evovable---lawman. I like to be police office, those guys are some of the bravest men and women I know.So it seems I might be trying something new and very different. That’s what makes every GMA day an adventure. You do have to pay to take the test by the way, but could be worth it, teach you something about yourself. What’s it? Nine dollars, fast ten dollars? Yeah we have to pay for the test as well. Yeah. Chef ha? I can see can. I would like that, I love those TV cooking shows. I like to watch, I don’t know about working in a restaurant, very hard, very stressful. Suppose if it’s a job which is just peach. I got coach, definitely, ‘cause you always take … don’t know if I’m brave enough to do it for they leave house every day put what they do in a line. But good job!Well, it’s interesting to see the spectrum of things that you can do happily given your personality ‘coz sometimes we think you know, we don’t think. That also suits the things I love. Who could not cross the street the wrong way if you look at this right now? 200810/54096

Celebs invade the DNC Hollywood stars including Ben Affleck, Jennifer Garner and Chevy Chase traveled to Denver to show support for Obama.Well, it looks like the Hollywood left their hills and are flew on over to Denver for the DNC. I’m talking big names, there are Ben Affleck, we are talking Shawn Pan, Steven Spielberg. These were guys with a lot of money, they are backing Obama it looks like. With us now, Andy Serwer, managing editor of Fortune Magazine. Literally I mean the celebrities and droves at the DNC, what is going on? They went from the hills of the mountains, (The hills of mountains.) there they go. (That is better than mine.) that’s no, it’s just adding on to, yours is good. Well, listen, these conventions have become sort of mega what, star kind of events. No. 1, I think that you know, politics and celebrity have been merging in our society for quite a well now, and so as we seeing more and more celebrities going these conventions, it’s not a big surprise, No. 1. No. 2, you are gonna see more celebrities at democratic convention, and republican one because let’s face at Hollywood, is a left-wing democrat libber town, there is no question about that. And you know, you see things like the White House correspondent’s dinner becoming more and more sort of like a red carpet event, (Yeah.) this is another point to make about these two worlds colliding. On the other hand, you know really is some business said has been done in terms of Hollywood, and politicians, as you know, Poppy I mean, Hollywood is a business, so they have business interest so they have to look after theses things.I gonna ask, is this the power of O, Obama and Oprah it seems, people follow Oprah wherever she goes, whatever she says, now there are a lot of them backing Obama. I mean, is this, this is the first we’ve seen with this much celebrity backing of a candidate, isn’t it.Yeah, I think that’s probably true, and I mean maybe it is like, you know, Chicago becoming the new LA, I don’t really think so. Listen, you know, they’ve always said that Washington is Hollywood for ugly people, so maybe the beautiful people are coming here, they will give me a little show. But I think you know, when you talk about the real business’s going on, first of all, a lot of these stars will tell you that they really are politically concerned, I mean, someone like Shawn Pan, L. M., really has been involved, the ethnic same thing, these guys have been doing this quite well now. But also you know, in terms of their bosses, the studio chiefs, and the moguls, and the producers, they actually, you know, concern the backing involved on the political process for a couple of real practical reasons. No. 1, you know, censorship, No. 2, tax breaks for deals, dealing with copyright issues when it comes to China. So you know, if you wanna have a cocktail party and get the politicians there, not just Obama, maybe the vice president, maybe the future secretary of state, etc . You know, it might not be a bad idea to show them and let them know that you got some ideas, and that what you get your foot involved in the door there. Ok, you know, on the foot set that though, can it ever be banned for a candidate, is it banned for Obama to have all of these celebrities backing that is making the front pages of tabloids and you know, this gossip magazines if you will because, remember that McCain ad, he’s the biggest celebrity in the world. I mean they are using it against him.And then Paris Hilton came right back, of course it did her a little thing, you know, I think, you know, it’s kind of a delicate ballots, obviously, if you just gonna hang out, pull side the LA all the time, if you are Barack Obama, that’s not gonna work very well, and he’s very well of that of course. And of course, it can backfire for the stars as well, I mean who can forget the dickercy checks, when they came out with that song that was anti-president Bush, and you know, there are country band, a lot of audience’s reacted very very negative to that. So I think both sides have to be a little careful. You know, what can you say, you know, if you got, you know, Hollywood’s stars coming to see you though, you can’t wanna answer the door. Don’t you think? All right, Andy, thank you very much. I appreciated it. Andy Serwer, managing editor of Fortune Magazine, and check out the piece about this and more by Richard S.
